Chief Human Capital Officer

Ray Khuo has spent over twenty-five years successfully building and executing Human Capital strategy and operations in the telecom and national security spaces. He’s had the privilege of leading Human Capital in a wide range of dynamic organizations dedicated to serving our nation’s highest missions and priorities, aligning executive strategies with practical workforce solutions. At BlueHalo, Ray is responsible for the overall business strategy, operations, and performance of the Human Resources, Talent Acquisition, Security, Training & Development, and Community Outreach organizations, as well as the overall health and wellness of all its employees.

Prior to joining BlueHalo, Ray served as Chief Human Capital Officer of Altamira Technologies Corporation, a mid-market National Security firm in the space superiority, cyberspace, and battlespace awareness markets, where he led the similar organizations through a period of transformational growth over his seven-year tenure resulting in its acquisition to the ClearSky private equity firm.

Prior to Altamira, Ray served as Director of Human Resources in the Intel and Civilian sectors for QinetiQ North America, which ultimately transitioned to Perspecta. He was responsible for delivering human capital strategy and operational execution of benefits, compensation, HRIS, training, immigration, and employee relations with an emphasis on conflict resolution, executive coaching, and employee mentoring while managing a team of HR professionals. He managed multiple infrastructure projects and his leadership was recognized for HR systems integration efforts.

Ray holds a bachelor’s degree in Psychology from George Mason University, and is a member of the Society for Human Resources Management (SHRM) and a member of the WashingtonExec Strategic Human Capital and Critical – Talent Council as well as the Northern Virginia Technology Council – Tech Talent Initiative.
