ARLINGTON, VA – BlueHalo proudly announces the appointment of Deat LaCour, Ph.D. as the company’s new Director of Diversity, Equity, and Inclusion (DDEI).  As BlueHalo’s DDEI, Dr. LaCour will support mission critical strategies and tactics that bring insight, knowledge, leadership, and clarity to BlueHalo to create an inclusive workplace culture today and well into the future.  With over 24 years of direct experience in Diversity, Equity, and Inclusion program design and development, Dr. LaCour shares and affirms BlueHalo’s research-supported view that heterogenous and inclusive organizations position themselves to be more competitive, make better decisions, produce greater outcomes, and generate more innovative ideas.  As providers of industry-leading capabilities in Space Superiority, Directed Energy, Air and Missile, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Intel defense, BlueHalo connects action to ideas as the company builds and sustains a culture, climate, and family of professionals seeking to develop their careers and become leaders.

Dr. LaCour comes to BlueHalo most recently from the U.S. Secret Service where he helped implement programs to build and strengthen a new Industrial Organizational Psychology research initiative and metrics-based decision making.  He will help BlueHalo create and develop similar initiatives and bring to bear his business accomplishments and government experiences that have helped him navigate corporate culture in federal contracting, commercial, and technology organizations.

As an integral part of the company’s Talent Acquisition efforts, Dr. LaCour will work with the team on a broader view of BlueHalo’s culture to attract new talent.  Similarly, he will work with the Operations and Human Resources organizations on identifying areas for improvement to engage and retain the workforce by examining trends, influences, and issues impacting the company’s teams.  Dr. LaCour’s appointment to DDEI coincides with the company’s launch of new initiatives such as the BlueHalo Women’s Community of Practice and Veteran’s Resource Group.  His observations and feedback will help inform how BlueHalo builds out these new initiatives while continuing to address important social issues and cultural milestones.

Dr. LaCour is a graduate of Wright State University, a past Professor at American University’s Master’s program in Organizational Development, and the previous Dean of Complex Change at the National Training Laboratories (NTL) Institute of Applied Behavioral Science.  Additionally, he is the author of the book and research into Diversity Training, “Expand on Strengths or Focus on Weaknesses.”  He is also a member of the Society of Industrial Organizational Psychology and a Keynote speaker for the Center of Human Relations Study at Nanzan University, Nagoya Japan, the Indian Association of Applied Behavioral Science, Dehli India, and the Human Capitol Institute and American Society of Training and Development.

“We are thrilled to have Dr. LaCour join BlueHalo to help us build a culture of diverse inclusivity that ensures access to equitable treatment, opportunities, and advancement for our workforce, and imbues a strong sense of feeling valued in the broader organization,” said Ray Khuo, Chief Human Capital Officer.  “We are confident our employees and customers will benefit from Dr. LaCour’s efforts to create an engaging cultural climate in which all employees will thrive, leading to increased job satisfaction, higher levels of trust, and broader and bigger thinking.”

“BlueHalo possesses a DE&I vision and leadership commitment in which people and culture are mission critical.  I am honored and proud to be a part of the innovation in BlueHalo’s drive to grow as an industry-leader in DE&I while solving challenges in space and directed energy, air and missile defense and C4ISR, and intelligence mission areas,” said Dr. Deat LaCour, BlueHalo’s Director of Diversity, Equity, and Inclusion.  “The company is ‘walking the walk’ for workplace belonging and DE&I Allyship by building relationships based on trust, consistency and accountability, and I am happy to be a part of that.”
