Mark McNeely is BlueHalo’s Chief Administrative Officer leading the growing scope of proposal, contracting, and risk management activities while also overseeing the company’s corporate legal, insurance, and real estate agreements.
He has spent over 20 years in the government industry, guiding both large and small companies toward achieving their goals in the marketplace and maximizing their interests. With proven expertise in contracting and risk management, and extensive federal and FAR Part 12 commercial technical skills, Mark has developed a unique competitive approach to shaping proposals, bid opportunities, and contract administration while ensuring compliance.
Prior to BlueHalo, Mark was the Vice President of Contracts at Centauri and Belcan Government Services where he performed numerous complex due-diligence efforts, specializing in purchase agreement structuring and post-closing entity integration and consolidation activities. He is also sought out for M&A and Integration thought leadership by industry peers and interest groups.
Mark holds dual Bachelor of Arts degrees in History and Government from William & Mary.
